The Challenge

With no workforce management platform previously in place, Norfolk & Suffolk Foundation NHS Trust recognised the need to gain greater control and oversight of its medical agency staffing.

After seeking support and guidance from other NHS trusts, the Trust were recommended to partner with Liaison Workforce to explore how the TempRE system could help address its challenges.

The primary objectives were to:

  • Establish control and oversight of all medical agency bookings
  • Improve visibility of agency spend and activity
  • Achieve cost savings to support the Trust’s financial targets

Misunderstandings around the use of ADE contributed to difficulties in reducing long-term SP workers, while ongoing NHS wide pressures to achieve financial savings added further strain.

Inefficient temporary staff workflow processes within the Trust hindered effective workflow, and the underuse of the TempRE system plus its available functionality and wrap-around services, limited their ability to maintain strong grip and control over workforce management.

The Solution

Our expert team guided the Trust through a clear and low‑effort implementation of TempRE. Key stakeholders across Finance, Medical HR, Procurement and directorate leads were engaged early to ensure clarity of roles and process.

A shared project plan outlined every stage ahead of the 3rd March 2025 go‑live, supported by weekly progress meetings and focused sessions to simplify legal, financial and system requirements.

We managed agency communications, configured framework rates and commission controls, and delivered practical training to Medical HR. All existing bookings were migrated smoothly, ensuring minimal disruption and full NHSE commission compliance.

This structured, step‑by‑step approach enabled the Trust to adopt TempRE quickly and with confidence.

Since implementing TempRE, the Trust has expanded our services and launched NHS At Work for Resident Doctors and Consultant leave, enhancing process efficiency and strengthening governance.

The Outcomes

As a result of a fast and efficient implementation process, the Trust has realised outcomes such as:

  • Successful TempRE launch on 3rd March 2025, with Standard Placement blockers ensuring 100% of bookings at or below the commission rate cap, to enhance visibility of locum spend.
  • £407,648 total savings to date, including £10,877 in month one; 24% of incumbent bookings transitioned to ADE via TempRE immediately after go-live.
  • 80% of hours filled for shifts created in December 2025, with an average lead time of 38 days between shift creation and shift start date.
  • The Trust now utilises our Disbursement Service to manage invoicing and reporting suite Tableau, generating tailored operational and strategic reporting.
